FLOWER MOUND, Texas — The Town of Flower Mound will hold its first bond election in more than 20 years on May 3, in hopes of gaining more than $110 million in funding toward park and recreational facilities and street improvement projects.

This is the town’s first bond election since 2002, which funded the building of the Community Activity Center and several activity fields. Though the town has paid for capital projects with cash since then, it says the scale of the upcoming projects is more than it can fund with cash reserves.

The two bonds, divided into Proposition A and Proposition B, will state the following on the ballot:

  • Proposition A: “The issuance of $82,000,000 general obligation bonds for park and recreational facilities, including trail systems, park and sports fields and the Community Activity Center, and the imposition of a tax sufficient to pay the principal of and interest on the bonds.”
  • Proposition B: “The issuance of $30,000,000 general obligation bonds for street improvements and the imposition of a tax sufficient to pay the principal of and interest on the bonds.”

The town says it does not anticipate its current tax rate increasing due to the passage of either of these propositions and says the capacity of its current rate is enough to fund the projects without needing to raise it.

Parks and recreational facilities under the town include Phase II of Twin Covers Park, Prairie Trail Park, Leonard & Helen Johns Community Park and various trail projects.

The town has identified more than 30 streets that could be potentially included in the street improvement project, though if the bond is passed, their repairs will be prioritized by road condition.
