The situation had Green Line service suspended between the Garfield and Ashland and 63rd stations.
Service was restored later Monday morning, the CTA said.
Fire crews used a ladder to get 16 people safely off the stopped train one-by-one. The train itself is on an elevated track about 30 feet up.
The CTA said three people were transported to St. Bernard Hospital with minor injuries.
Shuttle buses are providing connections from Garfield to 63rd/Ashland in both directions.
The incident is being investigated, and portions of the track are being repaired.
The rest of the Green Line remains safe for operation, the CTA said.
