ARLINGTON, Texas — Arlington police released body-worn camera, dashboard camera and surveillance footage of a shootout with officers after an armed robbery of a business earlier this month.
On Jan. 10, Arlington Police Department (APD) officers responded to reports of an armed robbery at a title loan business in the 600 block of West Pioneer Parkway.
A passerby called 911 and reported seeing two people who were possibly armed enter the business, police said.
Surveillance footage inside the business showed the suspect, later identified as 37-year-old Kelvin Bivens, holding four employees at gunpoint and telling them to get on the ground.
A second suspect, identified as 38-year-old Kevin Lewis, entered the business behind Bivens, and the duo began rummaging through the business drawers and employees purses, before telling them to move into the back room, police said. Once in the back room, Bivens and Lewis bound the employees’ arms and legs with tape, Arlington police said.


Officers arrived and set up a perimeter. Then, two officers who were covering the back door of the business saw the door open, police said, and Lewis exited the building and immediately took off running.
Moments later, Bivens pulled out a gun in the doorway and began firing, according to police. The two officers then fired their service weapons multiple times in the direction of the suspect, police said. Bivens ran into the business and later tried to exit out the front door, APD said. Officers posted on the front side of the business took him into custody without incident.
APD said no officers were hurt and neither were Bivens or Lewis. Bivens was booked into the Arlington City Jail on complaints of aggravated assault against a public servant and aggravated robbery before being booked into the Tarrant County Jail. Bivens also had a felony warrant out of Shreveport, La., Arlington police said.
Lewis was arrested Thursday morning, police said, and booked into the Tarrant County Jail on an aggravated robbery charge.
The officers who fired their guns were not named by APD, but said they’ve been with the department for three years and two years, respectively. They were placed on administrative leave while the investigation was underway, per department policy, but have since returned to work.
